   I need to develop such a plugin for WordPress anyway.
   However there are WP plugins already existing, which are using Highcharts JS library:
   http://wordpress.org/extend/plugins/gpx2chart/ (works with .gpx files)
   http://wordpress.org/extend/plugins/snoobi-for-wordpress/screenshots/
   Why would you prefer .csv files? Why not database (like mysql, mssql or others)?
